The actual creation of the new dragonewt eggs requires an immature dragon - such as the dragonet.
And the actual sexual act might well be an Utuma by the four lesser 'newt stages to guide the way through the development, eliminating the four participants from individual rebirth (or rather, multiplying them in the eggs).
