[Glorantha] Heroquesting and Will (Arcane Lore)

This is mostly directed to those who have read Arcane Lore, but any words of wisdom are appreciated. (Bear with me, I don't think I've quite digested Arcane Lore yet)

Arcane Lore difines Will as a central attribute of heroquesters. To have (free) Will, one has to live in the mundane world. The deities and other entities of the heroplane and of the magical worlds don't have Will, they can not actively change. It is also explaned that in the HeroQuest system, heropoints are the units of Will.

So far, so clear. I seem to remember earlier material where it was speculated that a hero has only a given amount of free will. Every time he makes a choise or change when heroquesting, he burns away some of his free will, especially when gaining powers through heroquest challenges. In HeroQuest the heropoints are experience, and an active hero (character) gains more as time goes on.

I've been wondering if the old "using up your will" paradigm has been abandoned, or is it only reflected in the fact that you can only do a certain quest (in a given role) once? Once you, as Yelmalio, have lost to Zorak Zoran you've lost your fire. This will not change. If you come back to the same station, you will just go though the same motions.

Is that the same consept, or is there something I'm missing in this?
