Yes, that's how typical Malkionism works. That doesn't make it a
'pyramid scheme', of course, since there are tangible benefits to the
worshippers from joining in the worship, and the system is perfectly
sustainable. The bishop, after all, uses his magic for the good of the
province (most of the time, anyway), and the local
vicar/minister/whatever does give you real Blessings to use in your
everyday life.
