I think Hero Points in HeroQuest could be close to Will in some ways - you give up Will to get better powers, and become like the gods. With a few tinkers most of the Hero Point game mechanics could be used to simulate a Will type thing (IMO).
I also think some Hero Point stuff - like bumps - could be specifically linked to Magic use - making HeroQuest feel more like Runequest. Call them Magic Points, or POW, let them only b used to bump magical abilities and there you go. Sorry if that's irrelevant to your point on Will, it is a bit tangental.
