IIRC, the nature of Sheng's imprisonment stems from the fact that he is imprisoned in a hell of another (Lunar) tradition, cut off entirely from the myths and traditions that are the source of his own power, not from the mystical nature of it. If Ingolf is in a hell that is part of the nature of his own tradition, his position cannot be directly compared to Sheng's. I have no idea about Hofstaring.
