[Glorantha] Why are the otherworld denizens so horribly tough?

Here's something that's been bothering me somewhat.

The HeroQuest material seems to suggest that any people you meet in the heroplane (or at least in the Godplane) are heroically tough. I can understand that the angels guarding the solar realms are tough cookies, but it seems strange that any townsman you meet when heroquesting is a 1w3 level being. w3 is the skill/power level of Sir Ethilrist, Gunda and Arkat, so it seems strange that this only makes them equal to the basic denizens of the magic worlds where they quest.

Am I reading this wrong somehow? I would even like to make the average Certamus something like 1w2 - 10w2, so that only their captains would be in the 1w3 - 10w3 range of earthly heroes. If everybody is heroic in the otherworld, it makes the questing heroes seem more like Jack climbing the beanstalk, than Hercules performing his deeds.
