Amateur Press Association - The most famous (in gaming circles) is probably "Alarms & Excursions".

The basic concept is that each writer is reponsible for their own "sub-zine" which is sent to the publisher who collates them all into a single volume for distribution.

I think the original concept (which long predates RPG Zines) was that the 'zine was only sent to contributors, but more common is to allow people to subscribe as well. Depending on the numbers and the philosophy the writers either share the cost of producing the 'zine or get credit to their subscriptions for producing sub-zines.
