We had this discussion when it came out: the HQ rules make no provision at all for Iron treated in such as way as to no longer wreck magic. If you were to start with HQ, you would have no idea that such a thing had ever been possible.

That they need to for them to be useable, quite possibly. Is the section showing this on the same page as the Iron rules, where the implication is clear? No? I thought not. And even then, all it would show is that one or the other is wrong.

Oh, you mean "ignore the rules if the author obviously screwed up them and Glorantha"? Slightly different from "allow exceptions to the rules at times", isn't it? And how is a newcomer to the world meant to guess that the most important bit of iron's effect on magic, the bit that makes using it the province of powerful people only, had been left out?
No, this was a cock-up. And if they'd reacted once it had been pointed out by an "oops, here's the missing para", that would have been forgivable. Still pretty glaring incompetence, but mistakes are made, and fixed. Where's the fix? Even after all the list discussion of how it could be worked around, even after the fan-base have done the work for them (again!), where is it?
