Maybe that's the reason. It is not "Impossible" to repeat a Heroquest, but since "everyone" knows that that is what the Godlearners did - Well, look what happened to them. Citing Arkat as precedent is also not going to win you many converts in a large part of Glorantha either. So people *could* do repeated Heroquests, but they don't for fear of what might happen being worse than whatever problem they are trying to fix...
