Not so. Communal worship provides Divine Aid. Common Magic does not require initiation into a pantheon.

That's referring to the magic of the gods. Common magic is ordinary magic, such as lucky charms given to you by your aunt, a magic cantrip to harden conkers or a run fast feat so you can escape from the rotroot brothers. It defies common sense that Orlanthi prohibit their kids from knowing such magic.
