I do not believe that true conscription has been invented
anywhere in Glorantha. Some cultures send all able-bodied males to
war, or expect "one man from each stead" to show up for a fight, or
have a militia of sorts or require all citizens to own a shield &
spear etc. etc., but I do not believe that a proper mass army exists
today nor has existed at any time.
If the Lunar Empire was pushed with its back to the wall,
they might send out soldiers to round up peasants and shopkeepers to
fight for them, but this sort of desperation tactic isn't what
we're talking about.
In any case, no Gloranthan nation maintains a standing army
of full-time, short-term soldiers, who are drawn from the general
population and return thence at the end of their service.
