First, you value the patrol in weregild terms. Call them household thanes
of a tribal leader. Should be a decent amount. The Goddess is just.
Next, you advise the tribe that, since the tribe and the Lunars are at
peace, the killing needs weregild to be excused. Present demand for the
amount previously calculated. The Goddess is stern
If you know any families connected to the rebels, advise them that thye
will be expected to contribute. The Goddess is fair.
Ask the help of the tribe in tracking down the outlaws, advising that if
they are found and tried, this will be acceptable and the demand for
weregild will be dropped. The Goddess is merciful.
If the tribe doesnt co-operate, take a hostage from each stead. We dont
intend to kill them - just sign them up in the Lunar Army to serve on
the Pent border ... think of them as replacements for the dead patrols.
The Goddess is stern, just and merciful.
Offer an occasional amnesty for the rebels, offering free land for
themselves and anyone else who wants to go to Riskland to take up the
free land grants (with complete freedom of religion, of course). The
Goddess is, as always, kind and merciful.
The combination of these leaves the tribe with a choice of kinstrife,
giving up the outlaws or convincing them to leave for greener (or at
least less monitored) pastures.
