This is a rough summary of Greg's comments during the Lore Auction.
Greg said that the Empire itself would not forbid Hazia use in general. It
would limit hazia use within certain branches of service, though. The
imperial privilege of hazia trade might well cause unlicensed hazia trade to
cause trouble.
The Lunar Way is the way of freedom to experience the greater truths. If
this way leads you across hazia use, no problem, unless you are in a
position essential to the Empire where no befuddled hazia addicts can be
suffered. Like the Lunar Army...
