Questions about GoG

I finally got my hands on Gods of Glorantha this weekend, and I like it!
It's nice to have all the cult info in one place. However, I have a few
questions:

1. Do acolytes or initiates get free POW increases? The basic rulebook
says "yes" (one point every 3 years), but the GoG Cults book says "no". I
would tend to think that the rulebook is correct, but I could be wrong...

2. Associate cult spells: Who would have access to these? Any initiate,
or just priests? Does one have to be an initiate of the associate cult to
get its spell? Finally, is the "associate" spell considered one-use or
reusable?

BTW, Elder Secrets does seem to still be available from Avalon Hill, as do
most of the other products.
