be most knowledgeable about this - after all, I filled exactly this role in
Peoples of Pavis...

If you read the Pavis Box carefully, and forget the misleading idea that
Pavis could be an Orlanthi deity, or opposed to the Lunar religion by
principle, you will find that both Son of Pavis Benderri and Daughter of
Pavis Cyrilius Harmonious have been working actively towards this end for
several years. Their cult-internal opposition - by the Orlanthi-influenced
Pavis priests following Fleeter Nemm's lead - has worked against that goal.
Overall, there seems to have been a balance of power, and of course
hierarchy, which held the situation in an undecided state. This seems to
have been enabled by Marusa the Patient, High Priestess of the 7Moms in
Pavis, and in charge of that project.
