Shouldn't the emperor be Yelm? (card be named the emperor, and showing the
sun, or just the evil emperor....)

Justice would classically be Dayzatar... This all depends whether this is
a culturally bound pack... one would think a Tarot deck would be a
Godlearner originated semi mystical deck of cards... used by some for
divining, by some for just playing. All of this during Godlearner times,
of course.

The idea is nice.... I may just include it in my vision of Glorantha. I
wouldn't try using existing Tarot decks tough... Just keep the central
idea of a divining/game deck with symbology for all the major occult
forces known.... Nice thinking.
