Yes, there is, after all, a resource issue here - Great
Gods are not just GGs because that's what they are, they
also need lots of worship to define and empower them. Some
lesser entities with small worship bases survive by
concentrating their efforts on a small area (eg, city
gods), others on a very specialised field ("what, you've
never heard of Arumwath, patron of left-handed
ratcatchers?"). Given that Cacodemon doesn't only confine
himself to ogres, has relaticely few worshippers and has no
geographical territory, he needs to boost his 'intake' -
hence sacrifices, etc. I do like the idea of having him
devour the souls of those consumed with the Eat skill, by
the way.
On the subject of making the God's Plane too Disney, I see
your point, but just because many Chaotics aren't based
there, that doesn't necessarily make it all cheery and
calm. There are inter- and intra-pantheon conflicts,
perhaps incursions by Chaos, and an A to Z (or ZZ?) of
nasty SOB deities.
