I don't think it's Openhandist. I got the impression that it's
a Decamony-sanctioned settlement to convince local dwarves why
Openhandism is impractical. Belkshan in Seshnela, the Dwarf Mine
and Gemborg trade with outsiders yet don't attract the same odium.
Then again I don't think they have anything like the vast range
of stuff available at Bad Deal.
