Ahah, R = Raibanth and suddenly it all makes sense! In fact, the division is
not between the cities on either side of the Oslir - the historical (Old)
Raibanth, after all, straddled the river. But this is a city which continues
to grow (in part, as teeming slums within the old walls are knocked down to
make way for parks, squares and palaces, displacing the paupers to newer
insulae in the suburbs).
Old Raibanth is the central core, which is generally higher status, even if in many cases it lacks the amenities and 'modern' architecture of the suburbs, out to Murharzarm's walls. New Raibanth is the extra growth, which is largely a product of the Lunar era.
This will be expanded and illustrated in the first Lunar Scenario book, which is set in Raibanth. (Yes, that's a merciless tease!)
