There is some mention of the roads not requiring maintenance because of Sartar's Cult. Since the lunars took over and the Pretender is not doing many of the things a King ought, the roads have been falling into disrepair.

And the slide-show at the end of KODP is pretty damned symbolic, I'd probably NOT take the pictures literally...
