This is precisely what happened in my campaign. When the Dundealos mustered, they sent messengers to the other tribes to aid them. The responses they got were along the lines of:

"Help you? The accursed Dundealos! You must me joking!"
"We're still dealing with the harvest, maybe we can help you later"
"Our warriors are needed to defend our lands against raiders from Prax"
"If we help you, the Lunars will destroy us too"

Even one of their own clans refused to join the muster, giving feeble excuses at first and then openly siding against the rebels. (Guess which clan the Enstalos tribal king comes from).

Sure, they had some hotheads, outlaws and outlanders join them, but not enough to make any real difference. The rebel leaders hoped that if they could inflict a notable defeat (or two) on the Lunar forces, the rebellion would gain momentum, encouraging other tribes to join them. Unfortunately, they were brought to battle and destroyed, despite the brave deeds of a few heroes. All the rebel clan chiefs were killed and their warbands destroyed or scattered. No encouragement there for anyone else...

The terror inflicted on the remnants of the clan by the Lunars is an object lesson to others as to why they should stay peaceful.

Our heroes have fled south to the lands of their ancestors in Heortland. They're hoping to join Starbrow's forces.
