  Of course he is. He's secretly working in conjunction with those pure moon types down the Janube way, his real enemy is the red emporer, not the red moon.....

On a more serious note, I would imagine that there will be a faction ) (or factions) of the rebels who hate the empire, but don't hate the red goddess. Of course, they will be the minority, will eventually be declared heretics, and finally purged from official histories, but this would make for a fun sub-plot along the way....or even a cool hero group to have as rivals (or in a more out there campaign, to be part of!)
