If it's important as a scenario hook, then I'd absolutely make it that way (in your Glorantha).
If you're interested in a real world precedent to base it on, in Njal's Saga (one of the viking classics, incidently) the hero, Njal, is definately considered less of a man and ridiculed for his lack of beard growth. It's one of the themes that run through the saga.
