This is hard to answer. Do mean conceptually? (90% = Runelord) or do mean actual chance to succeed? (10/20 = 50%/100%)

If you mean conceptually then I would say that 13 is basic normal everyday people (40-50%) 17 is standard professionals (50-60%). 1w is good professional (70%). 5w is better good professional (80%).

HW says that in a medium power world the clan champion is 10w-10ww in his combat. The clan stormvoice would be similar in his storm. The tribal champion is 10ww-10www in his combat.

I would place a runelord around 10w.

dagger = rank 1
sword = rank 3
great sword = rank 5.

Iron or magic boosts you to the next level. IE iron sword = rank 5.
