There is an imporant difference between Worship <god>, Initiate of <god> and Devoted to <god>.
Worship means you go to temple once a week, sacrifice a chicken or other cheap thing and the god says "Who were you?". You can then call for Divine Intervention but nothing else. IE: no magic.
Initiates go to temple every day, spend an hour in prayer or service and sacrifice a something more valuable. The god says "You'll do." You get access to his affinities but not the feats. IE: improvisational penalties on all magic.
Devotees go to temple everyday and spend 4-5 hours in prayer or service and sarficice a sheep a week. Their God says "Joe Humakti is my friend!" You get access to all affinities, feats and can learn the cult secret.
