I'd say the typical "medium" level starting character with 1x5w and 2x2w abilities is an established adult, maybe with their own stead and herd/flock, or equivalent such as a weaponthane or craftsman. Of course, the players are free to take the same abilities and be a "child progidy" or whatever if they choose.
