As far as I know, the wizards and sorcerers treat the blessings of the abiding book as spells. Only liturgists (who have a certain religious caveat that the others lack) seem to use them as 'mere' blessings.

They would use them as augments/edges at whatever level they could muster them (p 134). Blessings require a congregation and time -- they are ritual magics.

These are when the Blessings and Curses of the Abiding Book are cast by a liturgist and his congregation (see rules for creating blessings) and are targeting the community being blessed or cursed. A community blessing itself is not subject to a targeting penalty. A community cursing another would prbably be subject to the penalty. But that's my interpretation.
