Of course. If they can fit it into their write-up they can have it. It just means that they finished some heroquest in the past where they gained the ability. Of course Fly 13 is not very useful...
If the ability is very strange then they would have to explain it better then "He can spit fire." Something like "He learned to spit fire on the Bjorni Fire-Dancer quest" would do the job.
