No it's not..... RQ players and GMs are 'god' - each campaign has its own rules does it matter what you use. I tend to just chuck most of the rules (and dice) out and just use the background. There is some good background stuff from AH. As rules go RQ2 was so full of holes, I'm not surprised it sank. Yes RQ3 was even more w**k (especially the British GW version) but check RQ4, it's getting together honest.
