  Published material says that they're screwed up dragonewts, who tried to "cheat" the progression from Scout to Inhuman King, and are now stuck, unable to progress or change their status at all.

  I don't agree -- I quite enjoyed my dinner with the Boggles of the Plateau. Of course, this was only a week or so after My Dinner With Ralzakark, so perhaps the contrast made the boggles seem homely.
