I think lack of Oxygen on Wintertop would be unaccesptable - aren't mountains Sacred to Orlanth (especially Wintertop). I would imagine that (given this elemental association of air with earth) that (breathable) air extends all the way to the sky. I think that only when you reach the sky might breathing become a problem ... (maybe you have to be able to breathe fire or aether?)
