I believe that this occurs when the route taken by the mail passes through an installation that insists on 72-column, no-control characters, text. This may mean IBM. The = comes where a line break is forced; the 20 I'm not so sure about, but occasional 09's suggest tabs have fallen foul of EBCDIC translation.

Sometimes I've had whole digests turn up thus reformatted.
