I can't find my Cults of Terror, but I remember that it was quite clear that Nysalor couldn't be contacted thru ordinary rituals, and did not provide Rune magic. Checking the new write-up in Dorastor, Chaosium has decided to be a bit more vague, suggesting that some believe the god is still worshipped in secret, although most believe the god was destroyed.
