Hrothmir, as far as I'm concerned.

The Back Sun army dismembered Tien, but did not necessarly kill him. Orlanth was dismembered at Stormfall (into 48 pieces), and Humakt cut in half. Both continued to act in Godtime.

Genert tried to gather a host of well-meaning people to counter chaos. they wouldn't have won against Vadrus and his host either, because in their hearts they were artists and aesthetics, not warriors.

The trolls profited from Boztakangs victory over Arrquong, and Storm Bull had destruction and rage as his weapons. Both these forces could weaken chaos, but both would weaken the world as well. Storm Bull alone would have perished against the devil, only with the help of the well-meaning (through Eiritha) did he find the power to summon the Block. And look what happened to the land...
