While it's natural to link "chaos" and "swamp," Genertela Book says the Sodal Marsh is "now one of the richest regions of the region." (Yes, it does say "region" twice.) And Lake Bakeel (or Bakan, depending on whether you go by the map or the text) is a "crystal clear lake" believed "to have healing powers." True, there are rumors of monsters, but this doesn't sound like a chaos sump.

OK, he used Wakboth as a tool (though apparently this was inadvertent). But giving away pieces could as easily be interpreted as a way to disperse the body so it could never be reformed -- King of Sartar makes no mention of the use of the pieces.
