Do initiates (of some generic cult) have any access at all to the reusable rune magic of their associates? Is it simply "restricted" in the way own- religion RM may be, or is it prohibited/not available?

What is the "definition" of a sorceror for the purposes of the Generic Cult Initation Requirement? Is it: anyone who knows any sorcery; an apprentice; an adept; or a magus?
