If we sum up the Priests POW (sum(18) = 1+2+3+...+17+18 = 171) we get a modifier that encurages higher POWs. This could be the % chance of attracting the Gods attention or something. If we subtract 100 from it we can get a Cermony Modifier. So a Priest with a POW of 13 and Cermony of 95% would have a 86% (95-9) chance of correctly running the Worship service, while a Priest with a POW of 18 and Cermony of 60% would have a 131% (60+71) chance. Who would you want to officiate?
