Actually, I'd forgotten PP (unlike Pendragon) even _had_ POW. Duh.

Ignoring POW for the moment, the requirement "make all five virtue rolls" might be quite workable, though it gives rather different chances than RQ rules do... (About 3% for a straight 10's guy, 25% for a straight 15's guy. And 100% for a straight 20's guy, natch.)
