Well, over and above how often it gets hit (which is still pretty often
if you factor missile weaponry in) the chest contains some of the best
items for instant death in the body. A thrust through the arm probably
won't kill you; through the abdomen, at least not instantly (and if you
avoid the intestines, not at all). The chest, on the other hand is
pretty much filled with the lungs and heart, which tend to put you out
for good. I'd say the idea that chest and head protection are a priority
make sense over and above how frequently they are hit.
