Couple of things on this; this sort of operation in the past has often
demonstrated itself as being FAR too beneficial to missile and magic users
 especially if fast. Under the current rules, if not prepared they
probably not get off a missile or spell attack until someone is already on
top of them at close quarters. Under your set up, this is not the case.
