They're called dead crystals in Elder Secrets. I don't know how common
they're supposed to be; their cost (300 L/point of storage) is mentioned in
the Economics chapter. But that also mentions the cost of powered crystals
(which are less common than unpowered), and fixed truestone, which I don't
imagine is common.
