OK, but is there an additional 3 SR between shots of an "all out attack" (a
silly name for wanting to perform two miscellaneous actions...)? Is it
a) Shoot, 3 between all out attack actions, 3 to reload, shoot
b) Shoot, 3 to reload, shoot
