IMO, 2 native speakers of the same language and dialect talking to each other
have a 95% chance of successful communication. This is modelled reasonably well
by both having 50% skills (and adding them) with the 96-00 auto-failure.

The RQ3 rule implies that 40% of the time an average person does not understand
what they are hearing; this is just wrong - (radio) news bulletins etc would be
useless if this were so.

OTOH, 30% seems like a reasonable approximation for non-native speakers.

Agreed, I think that having a substantially different local dialect is quite
similar to not having it to native speaker level.
