I agree that there should not be any large benefit for higher level
skills. After a point, there should be a diminishing return on increases
in skill. People can "top-out" in the real world, why not in Glorantha?

*Some* benefit could be there, and the combat bonuses suggested by
Graeme seem like a decent idea, though perhaps being too cheap for
the degree of benefit ( thinking about it, the +1/-1/whatever bonus
should come for maybe every 20 points, not 10 points ).
