My problem with this is that it will distort game behavior. Players will
go out of their way to do what gains them the POW gain roll -- not for
any cultural reason or story reason, but simply to get the check. That's
exactly what the new rule eliminates. I like it for a number of reasons,
but mostly because it means that those for whom magic use is a common
event, POW gain is more certain. Electing the priesthood at an early age
will have some definite advantages (and disadvantages) compared to other
professions... and that is as it should be, IMHO.

But I think your idea is a great mechanic and should be in the GMing
chapter as one way to tailor the rules to suit individual taste. I think it
will create another style of game which is closer to the older versions
of RQ.
