I think the idea of using up POW _each_ use is a little extreme. I'd
prefer it be MP. Maybe it should depend on the type of spell being cast? Or
make it cost 1 POW to initially attune, maybe another pt of POW if the user
wants to open the item's use beyond himself.
Using Spirit spells (or even Sorcery, I guess), the mechanics could be
something like 1MP per person to be affected within the user's POW x1m; each
additional MP used increasing this multiple by 1m. Then there's the normal MP
cost of the spell as well.
Using Divine spells, the mechanics could be something like 1MP per person
to be affected within the area of effect. This area equaling a multiple of
the user's POW x1m per POW point used. So a range to POW x3m would cost 3
POW, etc. Then there's the normal POW cost of the spell as well.
Be sure to have any MP or POW costs tied to the item's use be required to
come from the character's personal points; no storage devices or whatnot :)
Or to keep things simple, you could just have the area of effect be set at
POW x1m (or whatever multiple you want) , and the whole operation cost 1D20
MP; making the item sometimes very useful, sometimes not :)
