Even with permanent POW (and it should cost permanent POW
every use) the item is still far too powerful! My PCs would figure
some horrible game breaking way to misuse it (as someone said,

area effect Sever Spirits or Thunderbolts - thunderbolts would be
the worst, you would be an army cannon in and of yourself).

But if you want to do it, go for it (just make sure they have to fight
for such power first : )

But it does give me an idea. It'd work far better if it was spell
specific, a group of powerful magical items that area effect only one
spell, like Heal, or Bladesharp or Thunderbolt. That'd be great...
Then you could have an attunement and a one time cost of 1-3
POW and be done with it. Or, even better, for every 1 POW you
attune to it with, you can area effect one point of that spell (so
spending 5 POW allows you to area effect a Bladesharp 5).
