Or don't have the skills and magic needed. This is a job which is so important and/or difficult that it has a subcult of Orlanth (Orlanthcarl) and a separate cult (Barntar).

This will depend a lot on the clan and the area they farm. Most clans in hilly Sartar are going to have a shortage of flat land for ploughing. As a result you'll have some steads which are run entirely by cottars where the main source of livelihood is sheep.
