First thing, really sorry to hear about your bad day.

Yes, there are examples of tropical parts of the earth with no grasses, just not at this point in time.
Grass didn't evolve until after the age of dinosaurs, so you would have to look back 65 million years to find such an environment, but it was there.

Before the extinction the global flora was dominated by cycads and ferns. I would imagine that Pamaltela would be similar.

Of course, this is assuming a straight earth/glorantha analog. Pamalt could have had something very different in mind.
