That's how I plan to run things.

And how I did play things. Brenna worshipped Redalda as an Elmal subcult. She hung out with the warriors, not with the Ernaldans!

FWIW, in both cases there is cultural assimilation -- e.g. the Iron Helerites and the Vingkotlings were separate people.
